Lucifer on Netflix follows the story of the devil Lucifer Morningstar (played by Tom Ellis) on Earth. At the end of season four, Lucifer returned to Hell but could not stay away from Los Angeles for long. Ever since Lucifer made his comeback, fans are curious to know who is ruling Hell when Lucifer is on Earth?

Who is ruling Hell why Lucifer is on Earth?
Lucifer Morningstar, formerly known as the angel Samael, ruled over Hell for billions of years before he made his journey to Earth.
He had grown tired of ruling over the underworld as was looking for a new beginning. He settled in LA and opened a nightclub known as Lux.
He became a consultant for the LAPD after witnessing the murder of a close friend of his which led him to Detective Chloe Decker (Lauren German).

Fast forward to season five and Lucifer and Chloe are happily in love. However, the longer Lucifer stays on Earth, the more risk there is of trouble in hell below
In season four of Lucifer, Lucifer returned to Hell to reclaim his position as King of Hell after the demons of Hell began conspiring against him.
In season five of Lucifer, his evil twin brother Michael began impersonating him on Earth.
Lucifer’s older brother, the angel Amenadiel (DB Woodside) who also lives on Earth visited Lucifer in Hell to inform him of Michael’s presence on Earth.
Amenadiel filled in temporarily as the ruler of Hell but was relieved of the duty by God, who claimed Hell no longer needed a warden to keep in check.
With Michael, Lucifer, Maze (Lesley-Ann Brandt) and Amenadiel currently on Earth, the position of ruler of Hell remains open.
So far, the show has not addressed the power vacuum. Fans will hopefully find out in season five, part two of Lucifer who is ruling Hell or more likely, who will return to the throne.
In the meantime, a celestial in Hell could be on the throne of hell, a demon or perhaps the ruler of hell no longer exists.

One Lucifer fan has shared their theory on who is the current ruler of Hell.
Reddit user nadia_goulart suggested Lilith was the new Queen of Hell, following her death in season five, episode four It Never Ends Well for the Chicken.
Lilith had given up her immortality to live the rest of her life on Earth and due to her demonic nature, she most likely returned to Hell when she died.
In Lucifer season five, Amenadiel, who had been filling inf or Lucifer in Hell, returned to Earth around the same time Lilith died and it is highly possible he and Lilith simply swapped places.
Nadia_goulart wrote: “I watched a video and I have some theories about Maze, Lilith and Hell. We all know that Amenadiel left because it didn’t need a ruler anymore (I don’t remember if that’s what he says exactly).
“But in the middle of that, Lilith dies. What if Lilith’s the new Queen of Hell? (I actually saw this part on the video)
“And I also read somewhere that someone is gonna die in the next season. What if Maze is the one who dies, goes to hell (what would also reveals that she indeed has a soul) and join Lilith there?”
