Moira council sacked after employee murder

A council in northern Victoria has been sacked following the murder of an employee and an investigation into governance that found conflicts of interest and dysfunctional leadership were rife.

The sacking follows the death of Rick Devlin, who was a manager of operations at Moira Shire, in August 2021.

A statement from the Victorian government said the findings of a commission of inquiry into Moira Shire were deeply concerning.

Local Government Minister Melissa Horne confirmed she would dismiss Moira Shire based on the recommendations of a commission of inquiry.

“Councils must properly represent the communities they serve and Moira residents deserve to have a council that puts their interests first,” she said.

The government has appointed administrators to run the council and is planning to hold elections in 2028.

Moira Shire’s chief executive Clare Keenan was contacted for comment.
