What is the ULEZ vehicle scrappage scheme and who is entitled to the grant?

Sadiq Khan has expanded the Ultra Low Emission Zone (ULEZ) scrappage scheme to include all Londoners.

However, the move has been branded as ‘too little, too late’ by Conservative London Mayoral candidate, Susan Hall.

The total for the ULEZ scrappage scheme is set to sit at an eye-watering £160 million.

He has received pushback about the ULEZ expansion from his own party, with deputy Labour leader Angela Rayner expressing concern about £12.50 a day charge.

But what is the ULEZ scrappage scheme? What does it mean for drivers? And who is entitled to the grant?

What is the ULEZ vehicle scrappage scheme?

Sadiq Khan is said to be making a ‘huge expansion’ on the scrappage scheme, which will be introduced to encourage drivers to swap in their non-ULEZ-compliant vehicles.

The mayor initially drew £110 million from City Hall reserves for the scheme. But to widen the pool of Londoners eligible for the grant, he is set to spend another £50 million.

The scrappage scheme is a grant that was introduced to encourage motorists to trade in their polluting vehicles in a bid to reduce nitrogen oxide emissions in the air.

According to the Transport for London website, the ULEZ standards currently are:

  • Euro 3 for motorcycles, mopeds, motorised tricycles and quadricycles 
  • Euro 4 (NOx) for petrol cars, vans, minibuses and other specialist vehicles 
  • Euro 6 (NOx and PM) for diesel cars, vans and minibuses and other specialist vehicles 

Most petrol and diesel motors under 16 and 6 years old respectively already meet the emissions standards.

It was originally feared that Londoners with disabilities and on low incomes would be disproportionately affected by the ULEZ expansion which is set to hit London on August 29.

When the grant was first introduced only those receiving Child Benefit, disability benefits or low income benefits could apply.

Those who had vehicles and wheelchair accessible motors that did not meet the ULEZ emissions standard were also eligible, as well as, registered charities and businesses in London

As a result of scrapping their car they would be entitled to one full grant.

Additionally, they could opt for a part grant of £1,200 and two annual TFL Bus and Tram passes worth £932.

Who is entitled to the grant now?

Now, Sadiq Khan has pumped an additional £50 million into the scrappage scheme, all Londoners living in the 32 boroughs will be eligible to exchange their polluting vehicle for a greener solution.

The Mayor of London said: ‘I’m not prepared to step back, delay or water down green policies like ULEZ, which will not only save lives and protect children’s lungs by cleaning up polluted air but help us to fight the climate crisis.’

Motors you can scrap to receive the grant include, motorcycles, motorised tricycles and quadricycles, car, vans and wheelchair accessible motors. They must also not be ULEZ compliant.

In order to receive the grant, your vehicle must have been registered with the DVLA since January 30, 2022 or prior.

The vehicle must also be registered in your name or to another individual who resides in your place of residence.

MOT, insurance and valid road tax are tick boxes that must be fulfilled if you want to receive a four-figure grant.

How much money can I get?

Scrappage Scheme Grant Payment Options

  • Scrap a car – £2,000
  • Scrap a car – £1,600 plus one adult-rate Annual Bus & Tram Pass
  • Scrap a car – £1,200 plus two adult-rate Annual Bus & Tram Passes
  • Scrap a motorcycle – £1,000
  • Scrap a motorcycle – £600 plus one adult-rate Annual Bus & Tram Pass
  • Scrap a motorcycle – £200 plus two adult-rate Annual Bus & Tram Passes
  • Scrap a wheelchair accessible vehicle (car or van) – £10,000
  • Retrofit a wheelchair accessible vehicle (van only) – £6,000

Anyone living in the city of London or its 32 boroughs could receive up to £2,000, if they get rid of their non ULEZ-compliant vehicle.

There are three options if you decide to scrap your car. 

You can receive a full £2,000 grant or you could opt for a £1,600 and an Annual TFl Bus & Tram Pass.

You could also receive two Annual TFL Bus & Tram Pass, if you opt to only receive a £1,200 grant.

The most you can receive for scrapping your motorcycle is £1,000. Similarly to scrapping your car, there are two other options where you can receive Annual TFL Bus & Tram Passes in exchange for a smaller grant.

The TFL passes will be put on an Oyster card and can be given to you or one of your co-habitants.

These passes are non-refundable and non-transferable. 

Londoners with disabilities will be entitled to more support than was previously on offer.

Now those who scrap their their non-compliant wheelchair accessible motors can get £10,000.

If they do not want to part from their vehicle then they can get £6,000 to modify it in order to make it ULEZ compliant. 

It is important to note that scrapping your vehicle to receive one of the grant options, may affect your means-tested benefits.

This is because the grant received from the scheme could be considered as savings., and certain types can be affected if you exceed a certain level of savings.

How do I apply?

To begin your application you will need to create an RUC account. 

You have to complete the application at once as it will cut off if you are not active for 30 minutes. If you do not then you will have to start again.

In your application you must have the following documents to hand:

  • A V5C log book (DVLA registration document)
  • A valid vehicle insurance certificate
  • Proof of identification via a passport, UK Blue Badge or driver’s licence 
  • You may also need a to prove your place of residence via utility bill or bank statement. The letter must be no more than three months old
  • A picture showing the motor’s number plate 

If you have a wheelchair accessible vehicle you will need to prove the motor has specific adaptions in your application.
